The function review expert will be a public sector organizational design and development expert who will be
responsible for building upon the research conducted in the PA-UNOPS needs assessment to complete a detailed functions review.
A functional review (FR) is envisaged to examine the mandate and functions/departments of a public sector entity
to identify how it might coordinate better with subordinate institutions in policy-making, regulation and service
delivery to ensure alignment of functions/structures with national objectives. The FR will also help clarify roles and
responsibilities and ensure that functions are located in the most appropriate place (within or outside government)
and that human and financial resources are allocated in line with policy priorities.
As an expert consultant to the Government and UNOPS office in Palestine, the functions review expert will report
to the Programme Manager and UNOPS Chief Technical Advisor. While the CTA and Programme Manager will
be accountable for the overall process, the expert will be responsible for leading and conducting the day-to-day
activities, as well as, the performance of the functions review process. The responsibilities include:
Leading with day-to-day activities of the functional review
Working side-by-side with the CTA and Government staff to complete the functional review process to the
satisfaction of the stakeholders.
Leading the assessment and treatment of FR assessment and other programme risks
Leading the identification, cultivation and management of all FR stakeholders, including community and
internal stakeholders
Managing the development and distribution of the FR report
More specifically, the FR expert is envisaged to conduct the following activities, building upon the extensive
understanding, history and work that currently exist.
1. Desk Reviews and Data Gathering
From existing source documents wherever possible, gather all relevant government data on:
Existing functions and legal mandates
Staff/budget assigned to each function
Policy goals, targets/performance indicators and levels of performance
Functions that do not currently exist but that may need to be created
2. Functional Analysis
Through interviews, focus groups, workshops, etc., verify whether the functions identified are actually done and
whether there are additional de facto functions being carried out. This will help answer some other key questions:
what are the outputs of each function and who are the end customers? What is the division of responsibility
between the center and the regional/local levels?
3. Data and Sector Analysis
Building on previous activities, the FR expert will assess effectiveness and efficiency of existing functions’ delivery
against its objectives. This will require some discussion with the government’s ‘customers’.
In addition to these core activities, the FR expert may also be requested to support the following subsequent
activities related to the functional review:
A. Strategic Planning
Develop a high-level strategic vision and objectives for the programme, which will include mission, vision
and objectives; policy goals to be pursued in each functional area; and high-level performance targets in
each area.
B. Performance Measurement
Develop proposals for a performance measurement system to allow for monitoring progress against
strategic objectives and vision, incorporating the views of the different stakeholders.
C. Restructuring and Transition Planning
Develop a revised organizational structure and prepare a high-level transition plan that sets out a
recommended approach for implementing the new structure to address the major implementation issues.
