Responsible for developing Cost Estimates at various levels within the projects life cycle based on the defined specification, scope of work and Project documents to derive the overall Project cost of various Multi discipline EPC/Turnkey projects with an objective of cost effective project implementation in line with company safety and quality requirements and within the scheduled time frame.

Detailed Tasks / Activities:-

Develop and Maintain a project cost estimate database, estimation norms, regulations requirements. Price trends and exchange rates etc. based on geographical considerations.

Unitize cost methodologies and tools to produce cost estimates inclusive of engineering, procurement, construction, commissioning and start up scope.

Formulate templates & methodologies for deriving quantities from design parameters.

Assist and Analyze Drawings, Specifications and documents to prepare a time, labor, Material cost estimates.

Develop detailed cost estimate templates for Preliminaries, Engineering, Procurement and Construction.

Co-ordinate or consult with respective SME's / sections, Contracts, procurement to develop the best cost estimate.

Perform comparison among multiple scenarios, carry out uncertainty analysis and identify sensitivities on cost estimates for Project risk analysis.

Identify areas of uncertainty and apply appropriate allowances. Establish appropriate deterministic contingency.

Coordinate with Budget controller to develop WBS and control codes, support Budgeting, implement effective cost control methodology.

Compile documents for cost estimate and maintain records.

Support development of probabilistic cost analysis.

Develop metrics and benchmarking information. Benchmark against historical performance, industry norms and established KPIs.

Support process to collect actual cost performance, conditions and normalize data for future use. Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.

Analyze various Project scheduling scenarios by consulting with planner/scheduler to optimize cost vs schedule for a cost effective execution.

Liaison with Procurement and Contracts section for getting budgetary quotes for special materials and services.

Review material and resources requirements to select/recommend the most cost-effective type of contracts/services/supply etc.

Ensure all history data, Lessons learned and resource actual are captured in close-out report during the closeout phase, to ensure continuous improvement in cost estimation.

Participate and contribute to resolve variation orders for scope change and cost escalations.

Prepare periodical reports by collecting, analyzing and summarizing information and trends.
