Regional Technical Advisor - Handicap International

RESPONSIBILITIES:
• Provide support in the definition and implementation of the projects at national and regional levels
• Assume an advisory function and assist the project managers and national Technical Advisors (TAs) for the ongoing development, implementation, monitoring and evaluation of project.
• Work closely with each project team in planning and monitoring; facilitate implementation of technical aspect of project activity
• Conduct regular field visits for implementation and monitoring of the project; develop visit ToR and share finding with RTU and project team, including clear recommendation/operation strategy and action plan. Use visit report for next visit to complete the cycle.
• Identify relevant CBR partners (e.g., I/NGO, DPO, CBO, etc.) and create strategic/formal partnerships to engage in the project.
• Support project team to develop different tools, guidelines, agreements, reports, communication materials, publications, etc. and/ validate the technical contents
• Contribute to conduct needs assessments related to capacity building for Project Team, partners, for both management and technical staff and implement plans accordingly
• Organize formal/ informal training, on the job support and share relevant updated resources
• Capacity building of project partners and other state or non-state actors to better engage them in the project.
• Co/Facilitate relevant training of the project; ensure all phases of training cycle and adult learning approach in capacity building initiatives.
• Be a resource person in the programme about any development on CBR/ILD at national, regional and international level and communicate with programme team.
• Contribute to Support regional programme and missions’ to implement their CBR/ILD strategy. Actively participate to monitor programme strategy and provide factual information and recommendation.
• Report on a regular basis to the Regional Technical Unit Coordinator and the Regional Access to Services Coordinator
• Contribute to promote regional synergies on CBR/ILD; Be a focal point to collect tools, guideline, best practices, communication materials, other resources and then share among different team members to minimize duplication and promote efficiency.
• Develop and maintain functional networks on CBR/ILD expertise and organizations that could contribute to the quality of the projects.
• Support programme and mission to develop new projects; participate in needs assessment, proposal writing, development of partnership.
• Develop concrete plans for technical support requirements of the program, including training calendars, and implement accordingly.
• Participate in evaluating regularly the technical components of activities in the concerned fields implemented through partners and/or by HI
• Participate in assessments, impact evaluations and studies in order to determine the effectiveness of HI response
• Participate in the construction of a monitoring system and relevant indicators along with other team members.
• Keep records and data required for the projects
• Carry out or steer capitalization work on experience acquired from the projects and/or in the field of her expertise if needed.
• Participate in drawing up pluri-annual strategies and/or the annual implementation plans of the projects s/he works on.
• Assist in HI current projects with a view to establish in the mid-term a sustainable autonomy of the activities
