 Legal & Regulatory Affairs :

o To collect documentation and analyse the national legal requirements of the countries covered for holding a medical distribution centre and other regulations linked to pharmaceuticals such as donation guidelines, narcotics…

o To obtain registration and licences for medical store from National Drug Regulatory Authorities (NDRA) and ensure licences/authorization to handle medicines are renewed on time

o To « audit » ICRC medical warehouses and medical logistics activities to prepare recommendations for legal compliance of the national medical warehouse and its satellites



 Quality Management System / Quality Assurance

o Support national medical warehouse in setting-up appropriate:

 Standard Operating Procedures (SOPs):

 Corrective and Preventive Actions (CAPA) in case of deviation: T°, Pest control...



 Human resources management

o Prepare recruitment, with GVA support, of national pharmacists

o Prepare training plans and dispense GDP & GSP training to all relevant national staff, within the countries covered.



 Warehouse and stores management

o Qualification of Medical Stores: temperature mapping, cleaning, pest control…

o Qualification of cold chain equipment



 Transportation and distribution management

o Ensure transportation contracts include a Quality Agreement linked to GDP (i.e. T°, maintenance, cleanliness...)



 Domestic purchase

o Establish SOPs for supplier management

o Identification / pre selection of suppliers

o GDP Audit/Visit of wholesalers

o Assess pharmaceutical market in case of emergencies and train local staff to health care products purchasing policy



 Patient safety

o Train relevant staff on pharmacovigilance



 Others

o Develop a regional network with other pharmacists from other organisations

o Establish good relationships with National Drug Regulatory Authorities, explain the ICRC Quality Policy in order to facilitate importation

o Keep GVA Head pharmacist updated with any difficulties encountered and support GVA Head Pharmacist for any requests it may have

o Participate in regular web pharmacists conference

o Follow implementation of the WHO new protocols in the countries covered (change in malaria protocol for example)

o Contribute to the priorities of the GVA Head Pharmacist and of the Logistics Division







RELATIONSHIP:

 ICRC : GVA Head and Quality Assurance Pharmacists, logistics coordinators, medical logisticians, medical purchasers, national pharmacists

 National Drug Regulatory authorities

 Pharmacists from other organisations, regional WHO Suppliers



MANAGEMENT:



 Supervise national pharmacists



POSITION IN THE STRUCTURE:



 Report to the Regional Logistic coordinator

 Report to The GVA Head Pharmacist (blue line)



REQUIREMENTS / COMPETENCIES :



Education :



 Pharmacist diploma graduates as MPharm or better as PharmD

 Master in Quality management and Regulatory Affairs



Experience :



 Experience in Quality Assurance or production departments in pharmaceutical companies

 Experience related to Quality Management in wholesale pharmaceutical distribution

 Experience of pharmaceutical markets in low and middle income countries (humanitarian experience most welcome)





General Knowledge & Qualifications:

 Ability to find and verify information

 Rigorous, responsible and autonomous

 Ability to explain complex topics

 Good writing skills

 Quality, patients, intenal clients oriented

 Capacity for analysis and synthesis of various problems in different contexts

 Collaborative internally and ability to build a network outside

 Diplomacy skills

Special Knowledge & Qualifications:

 Excellent Knowledge of the WHO and EU Good Distribution Practices

 Good knowledge of worldwide pharmaceutical regulqtions and market

 Good knowledge in Regulatory Affairs

 Knowledge of the Good Manufacturing Practices
